Sealed bids, for the Town of Waterford “2020 Asphalt Paving Program" Contract, will be received by the Town of Waterford, until Friday, June 5th, 2020 at 9:00 a.m., CDT. Bids are required to be submitted electronically through www.QuestCDN.com. Bids will be opened and read aloud via a Zoom conference call at the above time and date, with results posted online shortly thereafter. Instructions to join the Zoom conference call are as follows:

The Base Bid work for the above contract includes:

Providing full depth pulverize, grading, shaping, and 4-inch asphalt paving for 3500 LF of Territorial Drive from Pleasant Road to Caldwell Drive;
Providing full depth pulverize, grading, shaping, and 4-inch asphalt paving for 1000 LF of Riverside Road from South of Bridge to 4525 Riverside;
Providing full depth removal, shaping and 4-Inch asphalt relay for 1050 LF of Mountain Lane;
Providing full depth pulverize, grading, shaping, and 4-inch asphalt paving for 630 LF of lake Pointe Court;

Major Items of work with approximate quantities for which bids are requested, include: 3390 Tons HMA Pavement, and 11,340 SY of pulverize and relay. 2450 SY of Removing Asphalt Surface.  Items also included in this project are, traffic control and preparing Butt joints.

A Bidders qualification statement form will be issued with the Bid Documents. The Bidders Qualification Statement form must be completed and submitted in a sealed envelope at the time of Bid submittal. No bids will be accepted from any Bidder who has not submitted Bidders Qualification Statement form.  Contractors who have submitted prequalification statements to the Town of Waterford shall state this on their Bidders Qualification Statement form and prequalification forms will be reviewed.  The Owner reserves the right to reject the bid of any Bidder who has been determined to be unqualified. 

As a part of their Bids, Bidders shall submit a full and complete list of: 1) all of the proposed Subcontractors, and 2) the class of work which each will perform. The selected Contractor shall not alter this list without the written consent of the Town. 

The PS & CD require that the selected Contractor and Subcontractor(s) furnish a Certificate of Insurance.

Bidders shall submit Bids online through QuestCDN.com.  Bidders should pay attention to the requirements for Bid signatures, as set forth in Bid Security.  Bidders may not withdraw their Bids within the 90-day period after the date of the Bid Opening

The Town will only consider Bids from Bidders who accompany them with a Bid Bond, payable to the Town of Waterford, in the amount equal to 5 percent of the Bid. This requirement serves to guarantee that, if the Town accepts the Bid, the selected Contractor will execute and deliver the proper Contract Agreement and Bonds within 15 calendar days after the Notice of Award. Failure to return these documents within this prescribed time will result in forfeiture, to the Town of Waterford, of the selected Bid Bond, as liquidated damages.

The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any proposal, which they deem most favorable to the interests of the Owner.
