CHARTER
Scope
The Town of Waterford – Ordinance Committee exists to provide the community with formal, active participation in the ongoing development of the Town’s Municipal Code of Ordinances (Municipal Code).
The Committee leads the constructive work required to draft changes to the Municipal Code that it then recommends for legal counsel review and the Town Board for approval.
It performs a crucial role in ensuring the town’s Municipal Code remains current, relevant, and effective as circumstances and community needs change over time.
Objectives
The Town of Waterford – Ordinance Committee is chartered to achieve the following objectives: • Develop and maintain a strong, working knowledge and understanding of the Municipal Code • Develop and document effective policies and processes used to maintain the Municipal Code • Act as an advocate for Town residents on matters pertaining to the Municipal Code
• Efficiently act on assignments from the Town Board regarding potential changes to the Municipal Code
• Evaluate the ongoing effectiveness of the Municipal Code and make recommendations to the Town Board on potential changes
• Effectively research, document, and communicate public opinion on proposed changes to the Municipal Code
• Effectively research relevant Wisconsin state statutes and ordinances from other municipalities as input to proposed Municipal Code changes
• Educate the Town Board and the community on findings of the Committee’s research regarding potential changes to the Municipal Code
• Prepare materials summarizing proposed Municipal Code changes for review and feedback from town legal counsel
• Present formal recommendations of proposed Municipal Code changes to the Town Board for discussion and possible action
• Provide the Town Board with regular reports on Committee activities and accomplishments
NOTE: References to the Town Board in these Objectives might also be extended to the Town Planning Commission if proposed Municipal Code changes fall within Planning Commission accountabilities.
